If it doesn't have the pin in it for the auto sear, I'd vote no.  

If you drilled the hole for the auto sear, you're asking for a visit from big brother.

Just don't install any FA parts and you ought to be fine.

Drill a hole in the back for a sear and get caught go to jail. The hole is considered an MG. Having all the parts to make a MG is called "constructive possession" go to jail for up to 10 years.

No. A milled & drilled lower is NFA.
