Why do some buffers “rattle” and others seem solid (don’t make any noise when I shake them)?

Some buffers have sliding steel or tungsten slugs that move within the buffer tube, other buffers have tungsten powder that also moves but it does not click or clunk in the buffer tube

The ones with powder respond more gradually and for a longer duration.
It spreads the recoil impulse out over time which lowers the peak of the impulse and lessens the felt recoil.

You can also "tune" the amount of powder easily vs. shaving a tungsten slug. (good luck with that)

There may also be some manufacturing benefit of cost and/or assembly.
