First off let me start off by saying I apologize for the noob post.
I’m looking to build my very first AR-15 I would like to spend about 700-1000 dollars. I would like this to be something that I can further customize down the line. So I would rather spend the money on the major components so that I get a good quality and reliable firearm. The lights and lasers and scopes and all of that can wait for the future. I want a good base gun to build up over time. In terms of look I would like to go with a M4 style, front quad rail and flat upper and basic iron sights. This is my first build and I’m a bit over whelmed with the vast amount of different part manufacture for these firearms. So I was hoping you could help direct me to good quality manufactures. Some examples of different builds that fit in my price range would be helpful. Also I live in New York and from what I understand the gun can’t have a flash hider, a collapsible stock, adjusting stock or full auto.

Any help or direction is greatly appreciated

PSA is a good start.
Get one of their lowers, and pick you out a kit.
Only problem, they are out of stock a lot.
Keep checking, or purchase the components separately, will just cost you a little more.

Lower Receiver: Get one that has a marking that you like
Upper Receiver: Aero, BCM, PSA
Lower Part Kits: I would get anything other than DPMS.  
Bolt Carrier Group: I would get an M16 Carrier that has been MPI tested with proper staking.  BCM, Spikes, Daniel Defense.  Chrome is nice for easy cleaning but not needed.  
Barrel: Spend a bit extra and get a quality barrel.  Some good manufacturers are Rainer, BCM, WOA.  

As for the muzzle device and pinning the stock and stuff I have no idea.
