What's the difference between these two? I am getting out of the retro game and would like a good flattop 20" upper.

One states proof tested and magnetic particle inspected in the description, the other does not state that.

One has a bolt carrier group and charging handle , and one does not.

Both use the same barrel.  The difference is in the upper receiver.  One is marked, one isn't.
