I have a JP Enterprises gas block (model JPGS2B from Brownells) with a top rail that sits lower than my Palmetto State receiver rail. I am trying to figure out what BUIS to put on the combination. My difficulty is trying to figure out how to match a front and rear sight so they are same plane. Any help or suggestions on a matching set would be appreciated.

How much lower does it sit? You could look into a rail riser that got it close to the same height, then use the site adjustments for the rest. You might have to get lucky though, they only make the risers in a few heights.

There are two different heights of front sights. Rail Mount and Gas Block Mount.

this but gas block mount sights are limited in choice. better to go with a rail mount if your railed handguard..
