I built a flat-top and installed a one-piece mount.  The point of aim is at the very bottom of my scope with the reticle turned all the way up.  I tried changing scopes and have the same problem with three scopes.  I tried reversing the mount and the problem remains.  Any help would be greatly appreciated - my 300yd rifle is currently pretty much useless!  ARGHHHH.

Try some different rings?   Maybe the barrel isn't installed in the upper square or the receiver isn't square?

It's possible that the barrel is not squared to the upper .... was the upper face lapped/squared off before the barrel was installed? could the barrel nut have been over or under torqued during installation? have you checked the crown of the barrel to make sure there is no damage to it?

Shouldn't the reticle be low with the turret adjusted all the way up?

Adjusting the turret "UP", means moving bullet impact up.
Moving the bullet impact up is accomplished by moving the reticle down.
