I am currently deployed, and saving up cash to build an SBR when I get home. Probably http://www.rainierarms.com/?page=shop/detail&product_id=1095 this upper, or a Noveske 10.5. My question is this....if I bought an 80% lower to finish myself, is it legal to put it together without the F4 and make an SBR out of the lower if it has no serial number? Wanna make sure I stay on the right side of the law... |

Wanna make sure I stay on the right side of the law... NO You would need to put a serial number and your name as the manufacturer on the lower. Then you would need to file a Form 1 and pay 200 dollars to register it. Do not put it together until you receive an approved form 1 back with the stamp..
