Everything you see below was purchased for $629 from a local dealer (except the GLOCK of course, that was already here ). Was my first rifle, and part-time income made budget a high priority. Granted it doesn't have a sight yet, so as for being "fully functional" I would say no, although I do own a $30 red-dot from academy that I used to have on a BB gun so if emergency called for it I could semi-accurately put rounds down range for what I have already paid.

Spikes Tactical ST-15 Lower : 98 +tax
Del-ton M4 kit: $465 on sale +tax
PMAG FDE: 14.95 +tax
Things to come in the future after I have saved some money:
MBUS
Ammo
More ammo
Some more ammo after that
More PMAGS (only got the one
Magpul MOE or CTR stock and probably MOE handguard and MIAD grip (all in FDE)
Primary arms M3 with high-cant mount.
For those of you looking to build below 650 or even 600 (i could have gone with a del-ton lower for 89 but the extra 10 for the spikes seemed worth it) don't be discouraged! It can be done! Just use your local resources and LOTS and LOTS of research Enjoy the pics!

Here's a tip to continue saving money:  Buy Lancer L5 mags from Bravo Company.  They are on sale for under $12, and are tougher and more durable than Pmags.

You know, I can already feel BRD setting in...I am jealous of all those long-range AR's i see out there. I might just have to get me one

Just so you know that's not an M4 kit, it's a standard rifle kit. I.E. Hbar profiled barrel. It is sharp looking though!!

You did a good job on a first carbine...  you'll enjoy it.

Great job.  Is that the M4 kit, or their lightweight kit?  Looks good anyway.

May want to make sure the carrier key is torqued and staked properly, too.

Throw a DD A1.5 rear BUIS on there and get shooting!  Could also get a BlueForceGear Victory sling for those on a budget.

Nice rifle, and smart shopping! I applaud you on achieving a good bang-for-the-buck ratio.

I'll second the recommendation for a fixed rear sight.

Here's another source for the DD A1.5 rear sight from another good dealer:
http://www.primaryarms.com/product.sc;jsessionid=E83F5DA0197F552AC61890B6AFA5DE74.qscstrfrnt06?productId=394

I'll also recommend the Troy Industries rear fixed BattleSights:

Other colors and configurations available:
http://store.troyind.com/Rear_Fixed_BattleSights_s/47.htm

Regardless of which one you pick, DD or Troy, I don't think you can go wrong.  The only real difference between the two brands that I know of is the Troy round apertures have the concave surface facing away from the shooter.  I believe the purpose is to delete or minimize glare, since the concave surface can act as a gatherer/reflector of ambient light.  I am not saying this to push the Troy sights, I'm just offering the info in case you go with the Troy so you won't  think they put the apertureson backwards.  I'll guess that most shooters probably wouldn't notice or be affected by the the presence of reflections or glare.

YHM also makes an affordable fixed rear sight.

If you are looking to get a few more magazines while working within your current budget, look into the regular 30-round aluminum magazines equipped with the Magpul enhanced followers.  Good function and reliability at about $3-$4 less than a comparable PMAG, and they should serve you well as long as you don't run them over with your car, or do anything like that.
