Anybody had any problems with gas block with set screws moving on barrel, I am installing a low profile gas block on 16 in. bbl with standard car handguards, will the delta ring spring tension and standard handguards push the gas block forward or move it in time, can use the clamp on type but don't need the tactical block type, don't plan on installing front sight later anyway, using for hunting gun with scope.

I've got a set screw gas block on my first AR.  Set screws alone won't do it.  Dimple the barrel where the set screws hit and it will stay in place.  Mine didn't even have the tension of the delta ring pushing against it, just recoil moved it.

Should be OK with barrel cuts.

I have an Armalite with a clamp-on FSB and no problems.

It's only questionable with pistons due to additional force on the FSB.

Had planned on using clamp on style first, thought the set screw type may work better if ever installed ff tube handguard, Think I will go with clamp on to be sure, should be no problems,

If you already have a FSB on the barrel from the factory, then the best bet is to chop it down.  You will not get a more secure gas block than one that is taper pinned.
