I finished a build a few months back. The barrel is FF and I am using a M&A parts upper with a 20" SS 1-8 barrel. I have about 300 rounds through is this far and I am still only getting an average of about a 4" group at 100yds. Sometimes I will get a couple a couple of good groups but right after that it just starts throwing them again. Im using a Mark AR 3X9. and I have tried 4 different kinds of ammo. You guys think I got a shit barrel?

what ammo you using. Im getting 1 in. moa with handloads using  a M&A 1-8 ss upper. it likes 75gr. up it dosent like 55gr. or 62gr. at all.

Would start by checking over the optics mounts, and optic.  Also double check the barrel mounting.

Lastly, try some different ammo.

ammo and match grade ammo are two entirely different animals in my experience

I get 1.5-2 MOA with a regular 16" stainless barrel and 55grn XM193 loads at 100yds...it took me MONTHS to shoot properly. Theres allot more to precision shooting than just pointing and pulling the trigger.

Don't know if you have seen this before but here is a good .223 ammo accuracy test, you can see some ammo shot well, some shot poorly and handloads were very accurate. So is it the rifle (barrel), the ammo or the shooter that causes poor accuracy? Could be one or two or all three.
