I would HIGHLY recommend you not build your own upper without the proper tools.  Get a vice and a block or pay a gunsmith to build the upper.

Is there a delta ring assembly and barrel nut in there somewhere?? I don't see it and don't know if Del-Ton includes it with what you bought.  I also would advise to get a vise and decent vice block.

Assuming the front sight base will come installed (check that with Del-Ton), then a handguard cap and barrel nut should be included (but check that with Del-Ton also). You do probably still need the Delta ring assembly (including weld spring and snap ring).

As already said, get (the use of) a table vise and receiver block. Torque specs are 30-80 ft. lbs.

Also check to make sure the front sight post, detent and spring, as well as a sling swivel and rivet if you'll need them, are included (I have received a barrel assembly without such before).

Does Del-Ton offer a 1:7 16" barrel?

I don't have any experience with those, so I can't say.  From the looks of it, I would be a little leary of using that to torque a barrel.  It looks better suited just to hold the upper or lower while you do light work on them.  I could be wrong though.  I own the one that Spikes sells, and at work, use the clamshell type from Brownells.  I can't remember the exact names, and don't know how to link or I would.  I would say if you are willing to spend $30 on that one, spend a little more (even double) and get something else.  Chances are that you will be building more rifles, and will get more use out of it.

I was looking at the spikes, would the DPMS be the same kit?
