i am new to this forum, but was wondering, can i have auto/burst parts if i don't have an AR15/M4 rifle? I understand what the differences are, but wanted to know for a bet with a friend.

I'm not into NFA, but don't most places that stock that stuff require proof of a tax stamp just to sell you the parts. (To cover their rear end?)

Some do, but not at all required. It's all on the guy with the Unregistered Machine gun. You can have a whole handful of those parts, without a receiver, they are just metal pieces.
