What's the tax stamp process on building a short barrel rifle?  Is the stamp based on the receiver?  Could I just buy my receiver and start the tax stamp process based on my intent to build, or does the tax stamp have to be started on an already complete SBR (which would eliminate my ability to build one)?

Any help would be appreciated.

You can buy a stripped lower and turn in into a SBR. It does not need to be an already complete rifle.  You can't build a SBR until you get ATF approval, anyway.

you have to had the lower reciver first then fill out form 1 and sent to BAFTE, one it approve you can slap the short barrel upper on it.

or you can purchase a reciver which it had been register as SBR but still had to fill out form 4 and wait for the approve from bafte

SBR what? It depends on the rifle. A Sig 556, for example, needs to be engraved/registered on the upper...
Most others (classic AR's) are lower but there are specifics on the engraving you better know in advance.
