Is it legal, what if you bought the lower half already built up is it manufacturing to put an upper on it and sell it later. Iam not selling any of my rifles Iam just curious for future reference.

| Only a licensed manufacturer can "manufacture" a rifle. When we build a rifle, it's different. So yes, it's legal to build a rifle (from individual parts or from an upper and a complete lower) and later to sell it. Just don't look like you're doing this as a business. You do need a manufacturer FFL to build rifles as a business. |
