Can someone point me to a thread that explains this?  I know I've seen this before, but I can't seem to find it.

What is it?  How to tell if it's done properly?  How to fix it if it's not?

Properly staked gas key.

Needs to be staked from the sides, not the top.

Thanks.

Would it be a bad idea to tack weld it and grind the excess?

How about putting some flux in the gap and dripping some silver solder down there?  It would be much prettier.

Remember you may have to remove it at some time. After 40 years of staking I think we got it figured out..

Doesn't need to be pretty, just needs to work. Mil-spec is to be staked as you see above, you are welcome to deviate from that, just know that staking works and welding/soldering/grinding may not.

How does welding effect the properties of the gas carrier key and screws?

BTW
