I have two of their lower receivers and love 'em.

I don't have a link. Bill Hicks has them listed as PW Arms Inc Aeroprecision AR15 (AP15) Lower Receiver so I assume this is not PWA.

This is a new item for them.

there are not the same thing, PW Arms is a newer importer and the company who is doing the 5.7 uppers

Pac West Arms (PWA) went out of business over 10 years ago. If you can find a new PWA lower today you are very lucky. Their lowers were superb.
