I have never taken apart my upper other than for cleaning. I figured it is time to replace that carry handle with a new flattop, I thought about just buying a completed stealth upper from LaRue, but I wanted to ask the forums what would be my best option.

What all do I need to remove my barrel from my old one and place it on the new one, I saw the forum of the guy that broke his upper by not using a vise and I really don't want that to happen to mine.   There are no local gunsmiths to take my rifle to so I'm on my own.  What would you do? Money is a big factor here, so I really just want to replace my upper instead of the WHOLE upper barrel and everything.

Buy new flattop an do it myself? what are the tools needed?

Just chunk out the money for the sweet stealth upper from LaRue. (An be scopeless)

you can do it yourself, go down to "changing your barrel for dummies" in this thread

you need a vise, a receiver block or barrel vise, some anti seize, and an armorer’s wrench (I'd get one that you can attach a torque wrench to, and a $10 harbor freight torque wrench).

Custom Built Weapons are always rewarding but you need tools and experience. Experience, better yet information on "How To" can be found in the fourms. The tools you can get anywhere but expect to spend $80 to $100 for good tools. For the upper you will need an Armorer's Action Block to hold the upper. A good VISE to hold the block in. Nice to have a good Barrel Wrench and a Punch Set. I have not required a Barrel Vise Jaws yet so hold off. I use YHM Quad Rails so I required the YHM wrench to tighten the quad rail. Don't forget to have a nice space to perform the required work. The best part about building your own uppers is that you can build around what is best for you and not just purchase off the shelf. Some people will not agree but I prefer to purchase my Upper from the same company that I have the lower from. Remember RRA and Bush are not mil spec weapons and some mil spec parts will not swap - As an example SOPMOD stocks require a Mil spec tube. Mil Spec parts are made by Colt, LMT, Stag, Vltor to name a few.
