Ok...so I am a newbie here. I live in california (yeah..I know...please keep the jokes to a minimum he A friend of mine just built his AR-15 and he said it cost him around $850 to build. I would like to build one, and have noticed that some people have built them for cheaper that that. So wondering if someone could help me out with some questions I have. 1) Where can I get a lower receiver in Southern California (since most of the dealers online won't sell "Assault Weapons" to California. Or does anyone know where online I can get a lower receiver shipped to an FFL dealer in southern California. 2) California requires a fixed magazine, which my buddy did with a set screw on the magazine release. Does this require a different lower receiver and/or lower receiver parts kit. 3) I was looking at Stag or RRA for the lower receiver since on here people seem to like both of them. 4) Does is matter what lower receiver parts kit I get, are there any differences between brands. 5) Are there any different parts I need in order to make this gun "California legal" 6) any other suggestions? I have read the assembly instructions and plan on using that when I build mine, lot of great information there. 7) Should I go with the standard 5.56 NATO round? Or go with the 6.8 SPC? Are these easy to find? Can a standard .223 round be used in the 5.56 chambered gun? Like I said new here :) As far as parts / kit this is what I think I need (am I missing anything?) First, take that cash and move. Any bordering state will do. I am not joking. Leave now and never go back. I can't help much with the CA-specifics, but... LPK differences are minimal if you stick with any reputable brand. RRA or CMT/Stag are consistently good. If accuracy is a major consideration, you can get an LPK minus trigger group from White Oak. 5.56 NATO or Wylde chamber ONLY. Don't buy a .223 chamber. This shouldn't be hard. You can get a complete used upper for less than $250 on the EE (Equipment Exchange) if you're patient. Check your HTF (Hometown Forum). Upper receivers are sold with or without the BCG (Bolt/Carrier Group). If you watch the EE like a vulture, you can build a complete AR for $600-$650, I'd guess. Living in CA may limit your prospects, raise your costs and severely limit your personal freedoms for the rest of your life. Oh, and READ. Read A LOT. Search some more and READ. Keep on reading. |
True. DPMS kits work great for me - used about 9 of them so far on builds for family/friends and myself. Fit and finish has been awesome on all of them, and they're about the cheapest going.
The .223 chamber is supposedly preferred for target/precision rifles with which you never plan to shoot surplus 5.56 ammo in. yeah..I know. :) Talked to the DOJ this morning to see their take. They recommended only the following: Shoelace Venture Fab 10 Bushmaster Carbon 15 Atlantic Firearms Those three are all Approved by the DOJ They recommended for build either the Vulcan 15 or Bearfoot or bigfoot...something like that all which have a fixed magazine. There has been talks that the Federal Government will be reinstating the Ban and it all depends on them whether they will grandfather in all guns being made now. I would still like to go with the set screw fixed magazine but am concerned that the state may take it away if they change the laws. Me too - electrical/computer from GA Tech. I have a CS/management job, though. Graduated with my PhD (supercomputer optical interconnection networking) and started as a manager in software testing in January of this year. Not exactly what I'm trained to do, but it pays the AR parts bills better than the research assistant position did.Sweet Chevelle. |

Use a bullet button available from Cold War Shooters 3) If the Stag and RR are not on the Roberti Roose or SB23 list then they are fine. Cold War Shooters has several Cal Legal lowers. 4) No. If you decide to use a match trigger, you can get a parts kit from Adco that is half the price sans the trigger. RR, Stag, White Oak....all of the LPK's are fine. 5) No. The key to California legality is the very first sentence in the SB 23 Generic Characteristics description of what an AW is. The key words are 'capacity to accept a detachable magazine". The DOJ has in their own memos and correspondence agreed that a bullet is a tool, and if used to 'detach' a magazine, then the magazine is not 'detachable', and is therefore not an assault weapon but a simple long gun. You must not use magazines capable of accepting more than ten rounds. Long guns with fixed magazines with a capacity greater than 10 are classified as assault weapons. 6) Get your but over to Calguns.net. You can even get OLL (off list lower) AR-10's!!! Don't let any pin head junior agent at the DOJ/BOF feed a line of crap like that again. Yesterday a major case was thrown out of court aka 'the Modesto Lowers' case. In that case the county DA filed AW charges agains an FLL at the urging of that pinhead Ignatius Chin who runs the BOF. After languishing in court the Judge got pissed at the DA and said "what law did this man break?"...the DDA unable to cite any law asked for a ten minute recess...he returned with a senior DDA and they dropped the case. We just won yet another major victory in our battle with those idiots in Sacramento. Don't let anyone tell you otherwise: OLL's are perfectly legal and you can build all the bad ass AR's you want. They are not even subject to the transportation restrictions associated with AW's. In the last year and a half, over 70,000 AR OLL's have been imported into the state. | Galati (link^) has good uppers but you need to buy the bolt and charge handle separatly from them if you want , get the lower from DPMS or wher' ever, Ive seen good lowers from others for $200+ complete, totals around $600+ , but you caliees get that single shot lower i think, ugg.. |

NO In California we cannot buy listed lowers; lowers whose name is specifically listed in law by make and model. Harrot vs Kings County threw out the assumption of DOJ that a lower was illegal merely because it was an AR clone. Constructive possession DOES NOT APPLY in the state of California. As a result, we are allowed to purchase lowers that are not on the 'list'. The DOJ was given the responsibility to 'add to' the list by law. They refused...because then anyone who bought an off list gun, would then own a legal 'assault weapon'. Recent legislation removed the DOJ's responsibility to 'maintain' the list at the behest of DOJ. With off list lowers not listed, we merely simply need to make sure our weapons do not meet the criteria set forth in SB23, where the 'generic characteristics' of an assault weapon according to California law are laid out. The 'evil features' list is very similar to the now defunct Clinton AW ban list of features: flash hiders, pistol grips, blah blah blah. But here is the catch...and I post the relevant section of law to make the point. 12276.1. (a) Notwithstanding Section 12276, "assault weapon" shall also mean any of the following: (1) A semiautomatic, centerfire rifle that has the capacity to accept a detachable magazine and any one of the following: (A) A pistol grip that protrudes conspicuously beneath the action of the weapon. (B) A thumbhole stock. (C) A folding or telescoping stock. (D) A grenade launcher or flare launcher. (E) A flash suppressor. (F) A forward pistol grip. (2) A semiautomatic, centerfire rifle that has a fixed magazine with the capacity to accept more than 10 rounds. (3) A semiautomatic, centerfire rifle that has an overall length of less than 30 inches. 5469. (a) "detachable magazine" means any ammunition feeding device that can be removed readily from the firearm with neither disassembly of the firearm action nor use of a tool being required. A bullet or ammunition cartridge is considered a tool. Focus on the bold text. A magazine requiring a tool to remove is not a detachable magazine, no matter how 'attachable' it may be. Notice the large red text 'AND'. By virtue of the fact that a gun that has a bullet button doesn't meet the initial 'detachable' criteria....THE LIST OF EVIL FEATURES DOES NOT APPLY. We can put any evil feature we want on the gun.; the 'features' list is moot. By using a bullet button mag release we can roll all day long...as long as our mags are no more than 10 rounds. California AR builders can build 'nearly' fully functional AR's...that can be converted to full operational status in less than two minutes if the SHTF.... Keep your powder dry.... |
