It's been a while since I built up a lower and I'm feeling the urge.

I can get a DPMS LPK for $44 from Brownells.  A RRA telescoping buttstock is about $50 from them too.  Shipping puts it right around $100 to complete my stripped lower.

Is this the most cost effective way to build it up?  

I've used DPMS LPK in the past without problems but then I've heard some guys bitching about them here too.

I just completed two RRA lowers with DPMS LPK ($44 Brownells).  Fit was excellent, though the finish was average.  The finish on the RRA lowers was also average, compared to my Colt and Bushy.

OK, so the DPMS LPK from Brownells are good.

What about the RRA telescoping stock they sell?  IS it good or is there something more cost-effective out there, also adjustable?

I have an RBPrecision LPK which they say is a mix of RRA and DPMS. The hammer has a notch in the back of it, which I don't think the DPMS does. I like the LPK on this kit a lot. It takes very little travel to get it to go bang.

I have one rifle with the RRA stock, no problems there either. It's a matter of whether or not you want a Mil-Spec receiver extension or not. My second one is a Stag Arms, in case I decide to add a better stock to the mil-spec extension. The higher quality stocks require a mil-spec extension.

I cannot tell them apart when looking at them.

I'd have to agree with redduck, go with RBPrecision. I just bought one of their kits last week. I will not have a lower for a while, but the price is right, and they can customize if for you. (I got mine without the FCG as I already have a RRA 2-stage trigger.) The price is great and shipping is awesome; I ordered Thursday afternoon, and I recived the kit on Saturday!!!
