I just bought a CRT of EE and do not have the ins on how to put this thing on. Looks like I have to remove a pin so the lever can pivot down further. Is that what I need to do or am I missing something?

Just pull the pin that runs perpendicular to the buffer tube straight down. You can't use the lever to get the stock on the tube.
