Looking at an inexpensive barrel and I was thinking a model 1 sales dissipator barrel.  I like the idea of the longer sight radius for a little better accuracy.  I'm also planning long term putting on a scope or aimpoint with magnifier etc.  It's mostly going to be a coyote and plinking gun.  Anyway here's my question...Model 1 has a stainless heavy barrel in 1/9 and 1/8 and a standard chrome lined heavy in 1/9.  I'm wondering how much more accurate the stainless would be than the chrome lined, if any?  Also would the 1/8 be more accurate shooting heavy match ammo than the 1/9?  I'd like to be able to put a decent scope on and be able to shoot 2-3" groups out to 200 yards max.  Any thoughts?

This all depends on what kind of ammo you are going to shoot and how good you are.  The CL barrel will likely be 1 to 1.5 MOA capable, with the stainless barrel being from .5 to 1.5MOA capable, depending on how lucky you get.

Also would the 1/8 be more accurate shooting heavy match ammo than the 1/9?

Not more accurate - but the 1/8 will stabilize the heaviest match - while the 1:9 will typically stabilize up to 75gr.  Sometimes 77, but not always.  Quality of a barrel matters more on accuracy.

3" is likely possible.  2" @ 200 takes match ammo, match barrels, and a match shooter to do that reliably.... because holding MOA or subMOA gets tougher the farther out you go.

And good, quality optics matter.

...especially as your eyesight gets older.
