If you purchase a Colt M4 barrel 14.5", can you put a VORTEX Flash Eliminator on it and it be a LEGAL 16.1"??? hinking.gif

so long as the muzzle device is perm. attached in an ATF approved manner, yes.
Send it to ADCO or AR15Barrels to have this done.

If a flash supressor is permanently attached, can it ever be removed and replaced with another or maybe a future supressor?

Yes but they will have do be drilled out and possibly cut off. Allmost allways destroying the suppresor.
