I would like to build an SBR but I am a little unsure about the paperwork. I have done some searches on this board and it looks like I need to fill out form 1. One question that I have is what should I expect when trying to have the local police chief or in my case the resident state trooper sign this form? Will he question me? Can he refuse to sign it with no real reason meaning I have no criminal history? Is he going to ask why I would need such a thing and can he refuse based on my answer?

Yes, a Form 1 is what you need.

Getting the Chief LEO to actually sign off on the Form is THE toughest part of the process.  This can be very easy in jurisdictions where the CLEO is easy to deal with, but can shut you down completely in other places.  There is absolutely no way you can compel him to sign if he does not want to, even if Title 2 weapons are legal, even if you qualify for ownership.  Some CLEOs believe there is some degree of liability in signing ATF Form 1's and 4's and there may well be, which makes them very nervous.  Others are simply anti-gun and won't sign on principle. Several attempts have been made to legally compel CLEOs to sign these forms, but they have all failed.  

The best place to start is to find a local class 3 dealer and ask them who is signing in your jurisdiction.  The Police Chief might not sign, but the Sheriff might.  There is a list of acceptable signers, basically anyone in an official capacity who has bonafide, legal access to the NICS system: Local PD, state PD, constable, sheriff, DA, etc.  Federal LE officials are usually NOT acceptable unless it's been cleared by NFA Branch (this has happened before).  A local C3 wil know where to send you.
