I just put my lower together last night and i was starting to work the trigger in when I noticed that the trigger pin appeared to rotate slightly. Should the pin rotate in the reciever? If not, how do you fix it?

Also, before I get my upper together is it ok to dry fire as is or should I put something in there so the hammer doesnt bang on the reciever/bolt catch?

Yes the pins may rotate, and do not dry fire without an upper.
If you don't want the pins to "walk" or rotate, check out the KNS anti walk/rotation pins.

As long as it's normal that they move a little then I don't care. Thanks!

you can dry fire as long as you're holding the hammer with your off hand, so it doesn't slam onto the receiver.

cuz you wanna dry fire a couple times to make sure mechanism works, and that safety prevents firing.

The pins should not rotate, if they do it will wear out your pin holes.  Use KNS pins and it's not an issue.
