I have a plain 16" wilson RRA HBAR Barrel, I was wondering if I can use my wire welder and weld on a A2 flash hider or f2 Comp without messing up my barrel's poi or groups?  Do I have to have the barrel threaded or can I just weld away and be safe?

If you have a "16 bbl,why weld at all ? I would just get the bbl threaded.

Because I can't thread but I can weld.

Send it to ADCO and have them thread it for you, their prices are reasonable.

I wouldn't weld a FH to the end of a barrel without it being threaded first. ADCO will treat you right and do a great job. Randall Rausch with AR15 Barrels has pretty good prices as well and I hear he does great work also.
