I've built two AR lowers as of now...

I want to do a M4 upper with a FF handguard. (railed of course)

I have heard on arfcom that LaRue is the best... Is your opinion?

Is the 7" or 9" better. and will they slide over a small gas block or am I going to have to take that off with the Flash hider?

your imput is apprecated!!

I use the LaRue 7.0 myself, since I prefer the factory FSB.

With any LaRue install, you'll need to remove both the FSB/gas block and flash suppressor, as the barrel nut won't slide over any gas block. If you choose to go with the longer 9.0, you'll need a LaRue low-profile gas block, which will fit under the rail.
