I have a spare lower laying around and it was sold to me as a rifle lower. Can it be changed to a pistol or how do you change the designation?

AFAIK it's illegal to build a pistol from a rifle lower, but you can do this vice versa.  Since pistols are always more stringent on their transferring requirements, it makes it this way.  I'm not sure how you would "change" that.  Local laws will probably have the most effect on this.  Call a local gunshop that does transfers, they should be able to tell you, and/or do it for you if it's possible.

Correct. If it has ever been in rifle configuration, forget about ever legally configuring it as a pistol.

Stripped lower?  If it has ever been configured as a rifle lower, then it will always be a rifle lower.  If it has never been used for anything you can build it into a pistol lower.  Unless you have a state or local reg that requires it to be registered as a pistol receiver, it doesn't matter what the 4473 said when you transferred it.

In NJ, purchasing requirements are different for handguns than for rifles.  I assume that in TX, you are good to go.
