When zeroing my Ar-15 i had to move the rear aperture 21 clicks to the left. is that too many? Does it matter?

Probably not. As long as the sight holds zero, you ought to be fine.

The excessive windage is from a canted FSB which is the result of the barrel extension being slighly off-center when installed on the upper receiver. This can be fixed by loosening the barrel nut and recentering the barrel. Sometimes a little material needs to be taken off the notch in the barrel threads on the receiver if the index pin on the extension is binding and still not giving you a straight FSB.

This can be fixed by loosening the barrel nut and recentering the barrel,(or the complete barrel can be drifted/rotated in the upper barrel socket by the use of a leather mallet*). Sometimes a little material needs to be taken off the notch in the barrel threads on the receiver if the index pin on the extension is binding and still not giving you a straight FSB.

*this is done by only retaining the upper receiver only, and striking the FSB just above the barrel to slip the entire barrel in the upper barrel socket.  To correct, the barrel is drifted in the direction that the rear sight needs to be moved back to center line
