Hey all, I have a post ban 20" Bushmaster, my plan was to get a 16" Bushmaster M4 type Pre-Ban upper when the ban was lifted and throw a scope on the 20" upper.

My question is this, can I use the Bolt & carrier assembly from the 20" upper and just keep the new bolt in the safe for back up?? or am I better off just using the new bolt in the new upper?

I'm in the same boat.  My plan is to check head space with no-go guage on used bolt.  If it passes I put in new bolt and check headspace again.  If new bolt passes it stays in.  Old bolt gets rebuilt (rings, springs, etc) and stays in safe.  If bolt goes bad I put in the backup while new bolt is on order.  When new bolt arrives the backup returns to safe.

MHO,I keep my bolts and barrels that have been run together .
Once mated to each other I don't want different "wear patterns" on either part and really don't if I lucked out and got a super accurrate setup."matched"

You can swap them all you want.  Swapping bolts only becomes an issue when both the bolt and the barrel have seen extensive use in different weapons.  

I would suggest using the new bolt in the new barrel and keeping your old one as backup.
