I'm looking for a 16" upper for my rifle.

I am unsure of the differences between the M4 upper and CAR upper. I beleive the CAR has a heavier barrel and the M4 is profiled including an undercut band for the 203 launcher.

I also read that the handguards are different too? Whats different? Length?? will a CAR and M4 handguard interchange??

Can somebody clear the air or maybe point me in the right direction?? Are there any other differences?

The main differences would be the M203 cutouts on the M4 barrel, the M4 handguards are thicker, and some of the M4 copies have the M4 feedramps.  Generally the M4 barrels will be lighter under the handguard, but you can't always count on that as being true from manufacture to manufacture

You're absolutely correct. A CAR upper will use either a gov't profile barrel or HBAR profile (RRA CARs being a good example). An M4 profile will have the tapered profile under the handguards and the cutout for the grenade launcher.

True M4 handguards are "fatter" than CAR handguards. It's just a matter of preferance which one will be better for you, but they'll both fit on your gun.
