I live in PA.  They don't allow autoloaders for hunting here.  I have a preban CAR config, but need a varmint hunting rig.  I could just buy another gun, but I got to thinking - does anyone make a single shot upper - one that can not be made to shoot semi at all?

Depending on how the law reads, you could always install an adjustable gas tube. I believe they allow you to turn it down to the point that the action will not cycle.

I am looking at doing this on the M4 that I am suppressing.

I'm going to call the PA Game commission and see, but I've been told by other hunters that it has to be in a condition where it can not be made to work semi-auto in the field.  So any adjustment that can be made in the field is a no-no.  Removing the gas tube would work, I suppose.  Let me call them, because I also wanted to ask them if it would be legal to be an auto ejector but not loader.  I'll report my findings tomorrow evening.
