I had an interesting conversation with Lauer Weaponry yesterday.  I inquired about purchasing stripped lowers in person at their retail store.  They told me that since they were a manufacturer they could not sell them from the store for tax reasons.  The example sited is that if they sold me the lower and and upper, then they would be liable for the Federal Excise Tax.  That part I understand, but if they sell me just a lower, shouldn't it either be my responsibility to pay the FET if I build a gun from a complete unassembled parts kit or whoever is selling me an assembled kit (minus lower)?

I bought a lower there last summer.  They must have changed their rules, or were enlightened to the laws since then regarding this.  Is there another local FFL that will transfer their lowers?

Yeah, I could do a transfer but IMO I find it kind of a hassle and was hoping to just do the walk-in-wrap-everything-up-in-one-stop thing, not to mention saving the $15-25 that another dealer is going to charge me for the transfer.  They do have a PWA lower and a Bushmaster lower that they will sell me.  I have not inquired about price yet though.
