It's impossible to answer this question because your nomenclature is incorrect.

The "delta ring" is named that because the sides are sloped and it looks vaguely triangular.  There's no such thing as a "flat delta ring."  The "flat" ones were called "handguard retaining rings."

To answer your question, the M16A1 used a flat ring.
