How do you permanatly install a flash hider?  Specifically a Phantom.
Given I only have basic tools. (Punches, vise, hammer, etc)

Take it to a gunsmith.

I don't think you are going to be able to perm-attach with just basic tools.

On that note, does anyone know where I can find a BATF ruling on what constitutes "permenant".

perm would be

soldering the fh to the barrel

or pinning it and then weld over the pin

The solder must be silver solder with a melting point above 1100F.  This requires use of a MAPP or oxy/acetylene torch.

Four equidistant tack welds or a full circumferential weld is also acceptable.

You must use silver solder that melts at about 1100 degrees.
You can use MAPP gas to heat the flash hider up.

The solder is a paste, you put it on the threads and in the flash hider, screw them together.
Make sure it's where you want it.
I like to run a patch through the bore to make sure no solder is in the bore.

Heat it up with the MAPP gas till you see the solder flow.

Let it cool.

Make sure all the metal is very clean before you do this.
