Is it  cheaper to purchase all parts of the upper and lower rather than a complete kit?

Not generally. Kits are the cheapest way to go.

A lot of people buy a complete upper and then buy a stripped lower, buttstock and parts kit and assemble from there.

If you really want to mix and match you could always build your own upper; I plan to do this with my first rifle this summer. It really all depends on what your preferences are. As for me, I wanted a ligthweight chrome-lined barrel and the cheapest way to get that was just to go with a Bushmaster barrel and build my own upper, rather than buy a kit and do a barrel swap.

I would lay out a list of exactly what you want on your rifle and then decide what route you should take from there.

It is quite common for someone to buy a stripped lower, and then a kit which includes a complete assembled upper and all the parts necessary to complete the rifle, here are some resources you can use.
