Is it legal to do a face to face private sell w/in state lines (both residing in that state)on a stripped ar lower?

Just think of a reciever as a rifle. Can you buy a rifle from some one in your state?

That's EXACTLY how I was thinking about it. But, I also didn't want to be suprised by some ridiculous batf code and ultimately end up as a beotch.
