If I build a lower receiver from a 0% forging, do I have to mark it in any way?  Also, do I have to report it or register it?
I'm new so be kind.

I'm almost as new and have a question about your question if you don't mind...

0% forging - what do you mean by this?  Do you mean it's a 100% cast receiver?

I'll try.  
First, the differance between a casting and a forging.  A casting is moltin matterial poured into a mold, (I've got to find a spell check.), or void that has the shape or form that you desire the finished product to be.  After the materail has cooled or solidified, you remove it from the mold and you don't modify the molecular structure of the material any further eccept maybe on the surface, ie anodise, heat treat, ect.
A forging starts with a casting, or some other manner of rough shaping of a desired product, that is slightly oversized, and applies heat and pressure to align and compres the mollecules of the material which toughens and strengthens it.  You can also anodise or heat treat a forging.
An 80% casting or forging comes to you with no more than 80% of the work to complete it done.
A 0% forging comes to you with 0% of the work done to it to complete it done.
Work being done to something meens money, and forging meens streingth.  Hence 0% forging for me.  I also like home made bread, shirts, ect ect.
I also own a machine shop.  That helps some.

indian chris: a 0% forging means its a reciever block, basically it looks kinda like a finished lower reciever you can buy with an FFL but it has no work done to it.  You have to machine and drill, and tap threads to make it into a usable lower reciever. an 80% reciever means 80% of the work is complete and you DONT need an ffl to purchase it because it is not a firarm...yet.  with an 80% you have to machine a few areas, and drill and tap as well.  And from my understanding to Themachinest: no, you dont have to mark it in anyway, you can though if you want.  just not with the words AR-15 as that word/name is banned under the assault weopons ban, and you probably coundt use another companies name ie bushmaster because that name is copywrited.  I always thought it'd be cool to stamp

that is if I ever where to build an 80% forging...which someday i'd like to but I just dont have the means...unless I could do it with a dremel, but half the point is I'd want it to look really good/profesional.
