Last week, I sent a letter to the ATF asking if it would be legal to put a preban telescoping stock on a post ban rifle if I collapsed it two clicks (fiberlite style, not M4) and permanently secured it so that it could not telescope any more.  The rifle would still be over 31 3/4" long, and I am interested to see if this is legal.  I will update everyone when they respond.

Man, that might be a while.  I sent them two letters regarding a Form 1 SBR on Jan 7 2003, same letter, two different addresses, then did the same thing again Feb 7, and March 27.  I haven't heard that first word yet.

I don't know what number you should call for pre/postban questions, ar15zams, but I'm sure it could be found on [url]www.atf.gov[/url].

Ive had good luck with quick responces from them (meaning about a month).  The problem with calling or emailing is that they cannot give legal advice/interpretation unless it is in the form of a letter, or so I've been told by them.  I will check it out, however.

Yes, I know.  I already have the verbal answer I need, but considering that verbal answers vary from one agent to the next and mean nothing in court, I have been advised by many people who deal with the ATFE on a regular basis to get it in writing, no matter how long it takes.  For general info, verbal is fine, but for something that could land me in the poky, it's got to be in writing.  When I asked the person I spoke to at the ATFE to put the answer in writing, it was a no-go.  I was told I must submit the question in writing to the Technology branch for written answers.  Questions of my type will not be answered via e-mail (tried that) nor are they addressed in Q&A on their web page or in the "Green Book."  Yes, that was me you heard cluck-clucking.  I freely admit I have no desire to run "a-fowl" of the ATFE.

So....

If you tack the stock THEN attach it to your AR15, its legal.

If you attach it to your rifle, THEN tack the stock while it is attached, its illegal.

The result is the same, but the method is illegal!

Wow, that saved me the time of waiting for the ATF to respond.  Thanks guys.  Grock, thats exactly the letter I expect to receive.  Thanks for the great post.
