I'm thinking of going this route, using a short weaver rail bolted to the stock handguard as a mounting surface for a flashlight. I've seen a couple other ARs with the same setup and was wondering if the mounts are at least relatively solid.

I cant personally justify buying a whole rail handguard and increasing the weight of the front end just to add a flashlight, so I'm trying to keep it as simple and light weight as possible.

I’ve done it more than once. Never put the set ups through their paces, but they seemed fairly solid. I really recommend railed HG’s or at least a barrel light mount or FSB railed mount for serious applications.
