I'm looking for a light mount for round handguards like this one. who sell it with exception of Fulton Armory?

I believe it's available directly from TACM III.

Bushmaster sells a mount that is similar - except instead of a ring mount there is a bit of Picatinny rail. So you'll still need a 1" scope ring or a TDI or Fobus sleeve mount.
