I purchased a Trijicon Reflex with a mount for carrying handle
a while ago to mount on my CAR-15. I put it on and tested
on a 25yrd target and I did not hit paper. I lowered the dot as far as it
would go and still no paper hits. Hmmmm. One of the guys at
the range suggested wedging in some aluminum between the front
of the carry handle and the mount. I was finally hitting paper.

However, at 200yrds it was 18 inches high. I'm at a loss as
to how to fix this problem. Any and all help would be appreciated.

Do Not wedge anything anywhere!!! That'll make your problem worse. Sounds like a problem with your mount send it back and try again.

With the Trijicon carry handle mount you should be able to use your iron sights through your Reflex.

IF YOUR IRONS ARE ZEROED, sight through them and at the same time reach up and adjust your Reflex so that the aiming point is at the tip of your front sight post.

This should get you back on paper.

I have an older Reflex 1 that went in for a rebuild.  They're very thorough and turn around is about a month.  
You have to put the dot on the tip of your front sight post while looking through the irons only.  If it's still out of whack after doing that, then send it in.

Note zeroing your reflex at 25 yards will produce a trajectory between 10"&12" high at 200y.

Zero it at 50 yards after getting it 'on paper' at 25 yards (alignin with iron sights).

The sight is an older one Ser #000345.  Age musta had something to do with it because the sight was canted over to one side, so they didn't charge me for the repairs.  They replaced the base assembly (which was loose) and the fiber optic assembly cause it was getting dim.  They basically replaced everything but the glass and the tritium.  Since this was an older sight it didn't have the threads for the polarizing filter but now it does.  They did a lot for a simple warranty repair. It’s like I have a bran new sight again!
