I purchased a used colt ultra elite in Detroit Michigan this spring and would like to know the gunsmith that installed/made this muzzle device?

That's not a muzzle device, it's a custom drill job on a stainless bull barrel.

Any competent gunsmith should be able to do it, if you're wanting that done my suggestion for your stop is to call ADCO.
