How does this thing attach?  What is that extra piece for?

The extra piece IIRC is for the buttstock (fixed and telestock) it's the piece that is attached to the stock, the sling attaches to it.  It allows the sling to be 'longer' for a 'cross chest' kinda carry.

It's covered in the -23&P (go to the home page and head to the downloads section).  Unit & Direct Support Maintenance Manual - Chapter 4 (Aux equipment).

ETA: See pages 4-6 & 4-7 on how to attach it & the sling.

Just curious:
1) what kind of sling is this?
2) why remove the handguards during installation?
Thanks

It's the military's 'Top Sling Adaptor' kit.  It allows the use of the standard 'silent sling' as a 'tactical sling' similar to how the IDF carries it's rifles.  It allows you to carry the rifle horizontally (ready to use) with the strap running  over your shoulder.

2) why remove the handguards during installation?

It makes installation of the front sling clamp easier.  I installed one on my wife's carbine and I didn't bother to remove the handguards.

Thanks Forest, I kinda did the same thing with paracord on the front site.  This might be better.....

This is better.  Sure it will scratch up the parkerization - but I've gotten my FSB so hot at a match it melted the paracord (that barrel still has a bit of melted paracord on it).
