I've got an HK 91 with HK's diopter sights that I want to zero at my local 25 meter range.  Can't get out to the 100 yard range for a while so I thought I would get in the ballpark at 25.  I know that there are variables with bullet weight etc that affect trajectory.  But with a 150 gr bullet at 25 meters if the sights are zeroed at 25 the bullet should hit approximately 2-3" high at 100 yards right?  If that is the case could I zero the sights to hit 2-3" low at 25 meters and have the rifle hit dead on at 100?

I don't recall the sight offset for a g3, but having poi at 2/3 of that distance below poa should work.
2-3" low at 25m means the bullet is only going downwards, for like a 12" drop at 100.

You need a ballistics app. The one on my phone says that with a 100yd zero, you'd be about 1.5" low at 25yds.

My M1 zeroed at 25 is on again at 200

This would make an M1 around 3" to 3.5" high at 100. All short range zeroes are dependent on the sight height above the bore and every rifle style is different.

I would look at 2" to 2.5" low at 25 yards as being "close" to a 100 yard zero with a HK-91. The sights are quite high over the bore, similar to an AR10 or AR-15. If you're dead on at 25 yards you will be high at 100.
