I want to put the Vortex Strikefire II on a Colt LE6920 with a stock front sight post and an MBUS rear sight. Do I want the high mount or the low mount to be able to utilize both the sights and the red dot?

Just my opinion, but personally I'd go with the high for 1/3 lower co-witness rather than absolute co-witness.

Can you explain why one is better/worse than the other?

Again just personal opinion, but lower 1/3 keeps the center of the red dot clear of obstruction by the front sight. Absolute co-witness will always have the sight at the center of the field of view.

Even if the red dot is turned off, or has malfunctioned and will not power up?

I like lower 1/3 co-witness and that's the cantilever mount that I picked when I bought my Strikefire II.
This post explains Absolute & Lower 1/3-
