Any suggestions for a 3x-9x 30mm scope with mil dot reticle that affordable and reliable (no more than $250.00)?

I like everything about that scope but the weight.  Damn, that baby's heavy.  If the rifle is not going to be carried around a lot, that definitely meets the OP's criteria.

For $250 right now you can shop carefully and with discount coupon codes get either the Leopold Mark AR 3-9x40 or that Weaver Tactical Grand Slam 3-10x40.  Both have good glass, true mil rad turrets and reticles that are accurate, and enjoy solid reputations.  These scopes both have one inch main tubes.  30mm tubes have stronger walls, but use the same size glass elements as 1" scopes in all but some very high end German and Austrian scopes intended for specialized conditions.  Some have more adjustment range in the turrets, some do not.  That only matters if you try to shoot way beyond 600 yards.  30mm main tube scopes are NOT brighter.

The Mark AR weighs only 12.4 ounces.  The Weaver weighs 16.6 ounces, but may have slightly better glass. Leopold superb warranty and customer service. These are the main contenders for quality and value for your specs and price range.  You will get a lifetime of enjoyment from either.
