I'm working an another rifle and have always wanted to give these a try.  I was wondering if anyone's had experience with both the gen 2 and 3 models of these and which they like better.  I'm on a budget and will ilikely buy it used, I'm wondering if anyone has input as to the older being more favorable.  Open to all input.

Application is going to be a mix of range use and carry for work, likely being mostly banned around in a car.  I like the fact it's a fixed mount, not a 30mm tube possibly rotating.

By work do you mean patrol rifle?  If so then save up for an Aimpoint PRO or a used Eotech.

If it is a working weapon don't go cheap in optics. Better off with iron sights.

Nothing wrong with the "cheap" Lucid HD7. It is a good optic. I run mine on a 15/22, but wouldn't think twice of using it for more serious purposes. I like the auto brightness feature and the selectable reticles. It seems to be built like a tank and hold zero well. My only complaint is the somewhat restricted view due to the body of the sight. That small complaint is because I am used to the wide open HUD of the EoTech. The HD7 is an entirely acceptable optic at a great price.

I have an HD7 on one of my M4's and I like it a lot. I have an EOTech on my home defense rifle because it's quicker and more 'open' as you mentioned. When I want to reach out farther distance, I use the one with the HD7 on it. It holds zero, even with my son knocking it off the table at the range.  I like the variable intensity on the multiple reticles a lot. I think it's the best by far in the under $400 category.
Yes, everyone is all hot and bothered for the same ol Aimpoint and EOTech blah blah blah... it's like a broken record around here.
Get one from Amazon or something so if you don't like it after a couple of days- it's $10 to send it back for a refund and try something else.

I have had one for 3 years now and have beat the hell out of it. It is built like a tank. The pro's are that it has auto/manual illuminated, multiple recticles, it is built like a tank and uses standard AAA batteries and co-witnesses perfectly with my flipup sights. The neg's are that it does not have a QD mount included in the price just the old fashioned nuts. I agree with the previous comment that to many are fixated on Eotech's and Aimpoints that they pooh pooh a new prod without first testing it. this product will eventualy make inroads in the market because it is a good product at a reasonable p0rice.
