I have a Acog T01NSN and a Burris Fastfire 11 that I am looking to incorporate into one mount. Does any one make a mount for the Acog that has a offset 45 picatinny mount for the reflex?

I don't think they make a mount for both acog and offset fastfire. You probably have to buy 2 different mounts if you want that set up.
