I have a Noveske/Vltor Monolithic upper and just got myself a Nikon M-223 scope. I was wondering if I could get away with a set of TPS Steel Rings or do I need to spend the money on a (1) piece mount such as Burris, Armalite, RRA?

If you can get a set of rings that are high enough, they'll work fine.  Some people find that they can't get the scope far enough forward with basic rings but that's only usually an issue with shooting nose-to-charging-handle.
