I have a regular FFII in 3-9x40 and I really like it.  Clear optics for the dollar amount and the BDC reticle works really good with .223  Unless you really need the target style knobs or the olive color I would just go with a FFII.  Just my .02

I have one in 2-7x that I had on my 20" DPMS.  Great scope, shot out to 600yds with it.  Clicks are solid, glass is clear, seems like a great scope for the price.  The only reason I am trying to sell mine is because I seem to only target shoot with mine, sometimes out to 600yds and so I want more magnification.  I didn't find that the holdovers listed worked very well for me, but then again I was using 69gr SMK's so those weren't listed.

I have a regular FFII 2-7x-35mm w/ Bal Plex on an AR.  I am very pleased with it.  The BDC in the BalPlex is very close with a little practise.  If you are going to use the BDC in the Bal Plex, then I am not sure the extra cost of the tactical model is worth it.  Now, if you are going to dial in drop, target turrets would be nice.  RRA15
